Dome out of round, gap to retaining ring?

I finally received my dome, ordered 7/1/20, but that is a story for another post. My issue is that the dome is ~2" out of round, and as a result the retaining ring doesn't overlap with the wheel ring

i purchased the kit back in 2009/10 can i use a PMW control board to "slow Down" the dome rotation -- will it hurt the motor ? when a dome is slaved to telescope --is the dome movement on all the time
